Australia: China Budget Affairs Commission Long Term Fiscal Impacts of Social Security Reform Study Tour to Australia, AusAID/CAGP, 2006

The China Australia Governance Program (CAGP) is an AusAID-funded program that aims to support governance reforms for poverty alleviation in China. Under Component 2 (Fiscal Reform) of the CAGP, a Working Visit to Australia was funded to build the understanding of participants in relation to international approaches to the long term fiscal impacts of social security.

Participants were primarily from the Budget Affairs Commission from the Government of China’s Ministry of Finance. The Working Visit took place in November 2006 and was devised to enable participants to engage in policy and technical dialogue with relevant experts and officials in Australian government agencies, academic institutions and other relevant groups.

The objective of this Working Visit was to help enable the Budget Affairs Commission to commence building an agreed understanding of the likely impact of the evolving social security system on fiscal reform in China by drawing on Australia’s experience.

World Wide worked with the Australian National University to design and deliver a program that included briefing and training sessions, and site visits to relevant Australian agencies including: The Productivity Commission, Families, Community Services and Indigenous Affairs, Centrelink, Department of Employment and Workplace Relations, National Centre for Social and Economic Modelling, Department of Finance, NSW Treasury, Australian Prudential Regulatory Authority, Private Health Insurance Fund, and the Australian Securities and Investments Commission.
