Indonesia: Vocational Education and Training (VET) Programming and Design, AusAID, 2004 - 05

AusAID assistance to the broader education sector in Indonesia recognises that basic education is the key to improved employment prospects, improved quality of life and improved standards of living. The majority of Australian assistance is focused on supporting the Government of Indonesia’s goals of strengthening the quality of, and access to, basic education; and, in particular, achieving universal completion of primary and junior secondary schooling. Assistance to the VET sub-sector will aim to support and build on improvements to basic education, providing opportunities and alternatives for young people who have completed primary and junior secondary school and strengthening the basic education components within the VET school system. Investments in the VET sector will need to be well-targeted and aligned with the priorities agreed between the Indonesian and Australian governments through the development cooperation strategy.

World Wide assessed the feasibility of providing policy and policy capacity-building support to the VET sub-sector through the Badan Nasional Sertifikasi Profesi (BNSP)/Lembaga Sertifikasi Profesi (LSP) framework ,and recommended an approach (including an appropriate aid delivery mechanism) for providing support, including preparing a concept design.

World Wide assessed skills development needs, identified approaches (including appropriate aid delivery mechanisms), and provided recommendations on the feasibility of:
  • Developing a program of additional VET activities for Australian assistance in the areas of Eastern Indonesia (including informal education & the informal economy);
  • Co-financing or scaling-up pipeline or existing activities implemented by other donors;
  • Strengthening the “life skills” and general education components in vocational madrasah schools, Sekolah Menengah Kejuruan (SMK) and Balai Latihan Kerja (BLK); and,
  • Exploring any other possibilities for Australian assistance or recommendations for areas for further research and analysis.
