Sri Lanka: Mental Health Project Feasibility and Design, World Vision, 2006

As a result of the tsunami in December 2004, a “Health Alliance” was formed in Victoria to respond with health interventions in the sub-continent. Subsequently, the Government of Victoria has entered into a joint agreement with the Government of Sri Lanka, to assist – under a Memorandum of Understanding called “Health for the South”. The Victorian Government is undertaking the accident and emergency component, and World Vision is managing the community mental health component.

World Wide worked with World Vision Australia’s Tsunami Program Manager. Activities included:

  • Participating in meetings with World Vision consulting and the tsunami reconstruction team, as well as Professor Harry Minas (Head of Centre for International Mental Health at University of Melbourne);
  • Preparing the Scope of Services for the design mission and reviewing the Sri Lanka draft Scope of Services;
  • Research into background documentation and statistics;
  • Assisting in the formation of the design team, preparation of detailed TOR for team members and recruitment of team members.
  • Arranging for a working session with Sri Lankan participants in Melbourne;
  • Preparing the program design; and,
  • A field visit to Sri Lanka in October 2006.
