World Wide supports the Government of Samoa’s Ministry of Finance “Public Financial Management Reform” Program
Phase 1 of Samoa’s Public Financial Management Reform program is administered by the Samoan Ministry of Finance. After successfully tendering for part of the development work, World Wide is mobilizing two specialist consultants to assist in strengthening of the Government of Samoa’s core financial managements systems. These missions take place between April 2009 and December 2010.
Ian Storkey is the Debt Management Expert and will review current systems for the management and monitoring of Government debt and draft a Debt Management Strategy through a consultative process with stakeholders from the Ministries of Finance and of Revenue.
Tony Higgins is the Budget Performance Monitoring Expert and will work with senior Ministry staff to strengthen performance monitoring systems for implementation of the Government’s budget. Tony will also support work to strengthen the performance monitoring of the Government’s sector wide programs. Ministry of Finance staff will be engaged in identifying and developing the appropriate frameworks for monitoring budget performance, with capacity of the MoF also strengthened through the development and delivery of customized training modules and training of trainers.
